Pharisees Question Commandments

How much argument would come from liberal or not so liberal pastors if told that their "neighbor" was not a Hindu or a Moslem.
I take Lev 19:18 to mean a fellow Jew.
Lev 19:18
Thou shalt not avenge, nor bear any grudge against the children of thy people, but thou shalt love thy neighbour as thyself: I am the LORD.But Jesus, in preaching to the Samaritans, seems to extend it to whoever worships the God of Abraham, etc.
Of course that may well include the Moslems.
Or since the great commission extends the ministry to the whole world maybe "our neighbor includes who ever believes in "God the creator of the universe."
That would leave out only atheists and agnostics.
